It's a good way to have user coming, but it requires lots of attention from the admins and regular users (people are usually not very well at ease with wiki). To work well, this kind of stuff can do with an infobox and a preloaded text, and, in fact, a funky "Add your group" button. :::Aha, here's a start. It would be pages for different countries who then have alphabetised lists by District or County, adjusted for the country it's for.
