Camp Emerald Bay is a BSA Aquatic Sea Base located on Catalina Island, California and is owned and operated by Western Los Angeles County Council (WLACC).

Traditional Summer Camp

Traditional Summer Camp registration includes the program areas of Ecology and Conservation, Scoutcraft, Field Sports, Aquatics, Handicraft, and Marine Science. Scouts can become certified Lifeguards with Red Cross, Sailors with American Sailing Association, do overnight with our War Canoe Program or Day Trip to the Seaside Village of Avalon. You can register as a Unit or individual. Geared to youth aged 10 ½ to 17.

The bread and butter of the summer camp experience is the Traditional Merit Badge Program. Camp Emerald Bay takes full advantage of its unique location on the west end of beautiful Catalina Island. Scouts have the opportunity to learn and earn a variety of Merit Badges from Cycling to SCUBA to Pottery. With 6 dedicated Merit Badge areas and over 30 badges offered there’s something for everyone. Registration for Merit Badge classes will open in March.


Senior Patrol Leader Program

Experience has shown that troops with the most qualified and capable SPL’s have the best experiences at Emerald Bay. To ensure that your unit makes the most of your experience here, we invite you to send your Senior Patrol Leader (SPL) and one buddy to camp three days early to participate in the Emerald Bay SPL Training. This program will help your SPL to effectively lead your unit through camp, and to develop skills that improve the functioning of the troop the rest of the year.

Rugged Adventurers

Geared to youth aged 14 to 21. Rugged Adventurers is geared towards those Scouts that want to explore the wider world through programs that can:

  • Rugged E: hike, bike, and canoe to new destinations daily.
  • Rugged C: circumnavigate the island in war canoes
  • Rugged M: chart new waters through our Tall Ship program
  • Rugged T: hike the Trans Catalina Trial.

Scuba Opportunities

Malibu Divers offers three PADI certifications, along with the SCUBA Merit Badge and many specialty dives at Camp Emerald Bay. Scuba is geared towards those Scouts that want to explore the wider world through programs that can: certify you as PADI Open Water (Rugged S), Advanced Open Water (Rugged O), Rescue Diver (Rugged R) and other Specialty Dive programs. Geared to youth aged 12 to 21.

Emerald Bay Outdoor Academy

Emerald Bay Outdoor Academy is a top-notch science, conservation, and research outdoor educational camp co-located with Camp Emerald Bay. We offer a curriculum focused on leadership, character development, and the marine and earth sciences. This is a once in a lifetime experience for your child. Students that visit Emerald Bay are never ready to go home! Please visit the Academy site to learn more!

California Excursion

California Excursions is built to give Units the chance to experience all that California has to offer and includes a visit to all three of the Western Los Angeles County Council camps: Emerald Bay, Whitsett, and Josepho over two weeks. Scouts will also have the chance to explore world famous Santa Monica, visit a theme park and generally explore the City of Angels. Geared to youth aged 14 to 21.

Certifications and Trainings

Numerous courses, trainings and certifications are offered at Emerald Bay for both youth and adults. Please visit our other pages to see what we have in our Adult Leader Corner (coming March 1, 2020), American Red Cross Lifeguard and CPR, and American Sailing Association Small Boat Certification. Leaders must be registered with the BSA and have completed Youth Protection Training prior to attending camp.

Lifeguard Certification

Since 2019 Camp Emerald Bay has been an American Red Cross Lifeguard and CPR training facility. With two lifeguards working together to lead this program, you can feel confident that your Scouts, aged 15 and older, will leave Emerald Bay with the skills to not only safely guard your troops aquatic program, but apply for lifeguarding jobs in your area. Adults can also take the program. Registration for this program will open in March.

Sailing Certification

Camp emerald Bay is an official American Sailing Association affiliate school. A staff of professional sailors teach the Advanced Sailing Courses where students earn their ASA 110 certifications: Basic Small Boat Sailing. The mission of ASA is “to teach people to sail safely and confidently” and has “over 300 affiliated sailing schools throughout the U.S., Europe, Japan, Central America, Taiwan, China, and other far eastern countries”. Sailors who earn their ASA certifications are able to travel around the world and sail confidently with other yacht clubs and sailing schools, utilizing the skills learned at Camp Emerald Bay. Registration for this program will open in March.

Cub Scout Summer Adventure

Summer Adventure gives Cub Scouts a first look at Summer Camp through the eyes of Scouts BSA with a 3-night 4-day experience. Cubs get to see first hand what Summer Camp looks like giving them a taste of what to expect when matriculating.

Cub Scouts

Cub Family Weekends are a way for everyone in the family to experience first hand the magic that is Emerald Bay. Families arrive in camp on a Friday night enjoying a weekend of fun, skill learning, and family bonding.

Western Los Angeles County Council

This district is part of The Western Los Angeles County Council (WLACC), headquartered in Van Nuys, California, and serves youth members and volunteer leaders through Scout units Covers Western and Northern Los Angeles County. It is a local council (#051) of the Boy Scouts of America. All youth are invited to join scouting.
