The Türkiye İzcilik Federasyonu (TİF, Scouting and Guiding Federation of Turkey) is the national Scouting and Guiding federation of Turkey. Scouting and Guiding in Turkey started in 1923, after the Ottoman Empire became a republic. The federation became a member of the World Organization of the Scout Movement in 1950 and of the World Association of Girl Guides and Girl Scouts in 1987. It serves 13,713 Scouts and 5,385 Guides (as of 2003).

Ahmet Khan, the Director of Scouting, and Muhettin Akdik, the Director of Education in Istanbul, visited France, Great Britain and Switzerland in 1946 to study Scouting and its administration, and returned determined to build up the movement on fundamental and modern lines. Sitki Sanoplu was responsible for starting Cubbing in 1950. Cub packs existed in the coeducational primary schools, and were themselves coed, but boys and girls were placed in separate sixes, or dens. Practically all the Cubmasters were women, and took to it very strongly.

J. S. Wilson, Director of the Boy Scouts International Bureau, began his 1952 tour of Asia visiting Cub Scout packs, Scout troops and Girl Guide companies in Istanbul and Ankara.

With the 1991 breakup of the Soviet Union, it was suggested that the Türkiye İzcilik Federasyonu assist in the creation of Scouting movements in the Turkic Central Asian republics of Kazakhstan, Kyrgyzstan, Turkmenistan and Uzbekistan, but it is uncertain if this plan ever materialized.

Program

There is an annual week called "The Scout - The Helper", which gives all members of Türkiye İzcilik Federasyonu an opportunity to participate in community service projects where they help for a week in hospitals, at the Red Crescent association and similar organizations. They plant trees in villages in cooperation with the Ministry of Agriculture.

In Turkey, the Battle Hymn of the Republic is sung as a Scout camp song with Turkish lyrics, by both Boy Scouts and Girl Scouts.

Only the Cub packs are open to boys and girls, the older sections operate in single-gender groups.

On my honour, I will promise to do my duty to God and my country, to help other people at all times, to obey the Scouting Laws, to be physically strong, mentally awake and morally strong.
